Party Poker (partypoker.com) has a wonderful site where you can join and play with play money and later play for real money. When playing with playmoney, it's a little bit unrealistic since players are not too frugal when they are using fake money. The games for real money are more serious and are a great learning experience.
You can also play different types of poker there such as No Limit, Limit, and Omaha Poker. This site has a how to help section that will teach you the basics of the game and teach you the rank of the hands.
Try it out. It's a lot of fun.

The question should be where can't you, because most on-line sites offer 7 card stud. Try poker-stars.com or full-tilitpoker.com, and party-poker.com all offer 7card stud as a game to play.

I used to play online poker and have found these to be the best programs. You can play for free, but people try a lot harder if you play with at least a little big of money though. Be careful, it can get very addicting.
