I would call the local pony club. They'll have a list of approved trainers on hand. And do not take your child to anyone who's horses, tack, fencing, and barn are not in absolute tip top shape. I'm talking eat off the floor clean. If there is any where that they wont let you don't go there. There should also be an annal retentiveness for safety. Helmets, boots, and flack jackets on green riders should be mandatory as well as constant tack checks. Ask to see all accreditation's, vet and accident records as well as recommendations from other parents. Also watch a beginner's lesson, it should be private. They should also include basic horse care and etiquette. I would even suggest taking one yourself. If the lesson is really cheap beware, too good to be true. And I can't stress enough that if you don't feel comfortable don't go there.
Good luck! My lesson days were by far the saving grace of my teenage years. I still ride to this day and I will be teaching both my sons as soon as we can afford a horse for them.
