It is very much a part of their culture and traditions, especially for the women. As children, many of them are not to speak unless spoken to, they are not to look their elders in the eyes, they are to respect and do whatever their elders demand of them, etc.
I have a 14 y/o adopted daughter that is Laotian, I just adopted her 2 years ago. She is very quiet and shy. She is just now getting to where she will speak up and look me in the eye. Before she would always hang her head and mumble whatever her answer is to my question.
It came from so many years of not being allowed to express herself freely. I'm not saying that any tradition or culture is wrong, but I do feel bad for her that she is so painfully shy.

I have noticed this too, I think they are a quiet culture by nature around family and people they don't know. I have a few Asian friends that I remember they would hardly speak to anyone, but once they get to know you, they are friendly but still a little reserved.
