my car door only will open from the inside, but not the outside. any ideas as to what exactly the problem is and if so? how easy/ how much would it cost to fix it. could it be that some is just loose or does a part need to be replaced?

my car is a 1998 toyota camry le with power windows.

also when i roll down the passenger window, the door pops open slightly, similar to when you close a door but you didnt shut it hard enough so it sticks out a little bit

Exact same thing happened to me. I chose not to fix it. Instead, don't ever mention your passenger door is broken. I got so many compliments because all my passengers thought I was so caring because I help them open the door.

Does wonders with girls!!! ;)

There is one of two problems with your vehicle.
1. A rod got knocked off inside your door panel from the outside door handle,or the latch that holds the door closed.
How hard it is to fix depends on what the inside of the door panel has in it. You may be able to just put the old rod back in where it goes if the plastic or metal retaining clip is not broken. you didn't specify what kind of car you have so I can't tell you how hard it's gonna be. Different cars have different fasteners to remove before you can get the door panel off. Some have Phillips head screws you have to remove. Some have torx type screws looks like a star. Whether or not you have electric or manual windows makes a difference in how it comes apart, Because manual windows have a special clip you have to know how to remove just to get the crank handle off. If your lucky just find someone who knows how to remove the door panel and just reattach the part that came off. You may not have to buy anything to fix it. But you won't know till that panel gets removed and can look inside.

I think there is a spring in door handles that can wear out, but it may just need to have some screws tightened...good luck!
