He likes war games and pretty much owns all of them (command and conquer). He also likes robotics and technology and that type of stuff. He has a extreme gaming computer with 2GB RAM. He's kind of a geek but oh well. He's my best friend but I'm kinda on a budget and can't spend more then 20.00 dollars (all I have).

You could try to find a good computer game you think he would like in your budget. A movie you know he really likes. If you're not sure then you could always go for a gift card somewhere or just stick the money in a card and let him spend it on whatever he wants. Hope that helps.

Check and see if he regularly goes to a gaming website. A lot of them charge a fee for premium content and a membership would most likely be in your price range and show that you care. You could also try a magazine subscription to something that has to do with gaming or technology.

Oh how I miss the good ol' days!
Back in the 70's you could've got him a BB gun or a junior membership at the shooting range,but that's just unacceptable these days! Forget chemistry sets too! We used to be allowed to blow up small objects,but the terrorist have won the fight to usurp our former way of life!
If he likes combat and technology related things his only chance to really experience these things is army life! Forward his name and address to the local recruiters office!
