I have a Contract and it specifically states this: This building is awarded for one year with the option to renew for 2 years. To be mutually agreed upon between the County and the Contractor what does this mean?

The contractor is awarded the building for one year with an option to add two more years after that. This option is put into place if BOTH the contractor and the county agree that they want this option.

I would say that is a loophole to perhaps not award you the 2 year lease based on what they have in mind for the said property after seeing what happens over the next 12 months. They probably want to lease year to year so they can increase amounts annually. I would say if you took it to court, they could make up a fake proposal stating what they intend to do with property after this next year. Easy as a backdated memo. Then after 2nd year they can say they changed their mind. Not a crime in U.S.A.
