No, they are not ON your eye, they are INside it unless there is a scratch on the lens. They move because your eye moves (imperceptively) when you just stare off into space.
You can also sometimes see them out of the corner of your eyes
There are at least 2 explanations for this.
1: Some people call them floaters, it can be coagulated blood or vitreous fluid inside the eyeball itself.
sometimes the body will reabsorb this material and the circular stuff you see will go away.
If it is blood, sometimes it goes away and sometimes it doesn't
Blood inside the eyeball can be a symptom of something serious and you should see a doctor right away because it could be diabetes or just a broken capillary.
2: Sometimes there isn't really anything there, If you stare at something bright for an extended period of time, you can overstimulate the light receptors on the Retina.
usually you will see colored splotches and sometimes they are white. Either way, don't stare at bright lights, you can do damage to the nerve inside your eye and cause scar tissue on the macula. Then all you will see out of that eye is a dark haze or black spot. or you could loose your eyesight altogether.

Okay, seriously, I have no flip’n idea what that is, what causes it, or anything, but I’m know lots of people have it, see it, or whatever. I just thought the above response was funny. Anyway, it has to be something with your eye. I would guess that it’s your iris dilating and undulating as it tries to accommodate the constant bright light from the sky (Not necessarily from the sun, just the sky). This is just a guess, it’s not really based on anything.

I USED to know this. I've forgotten most of it, but I believe those are microscopic debris that is floating INSIDE of your eye. I don't remember if it's on the cornea or retina or wherever. I'm not going to launch into a full discussion of the physics of the eyeball right now, but basically under certain conditions your eye is capable of focusing on things behind it. Sometimes you can also see the nerve structure of the retina.

that stuff used to really bother me!!!! LOL
I've learned to ignore it mostly, and never found out what it was.
I've had several exams on my eyes at optician's (who said my eyes were perfectly healthy), so apparently, it's not dangerous.
