Depends, if your ethnic background is very obviously different from your birth place, or where you live now, it depends on the context.

Say for example, your family was like forever from France. And your parents were in China when you were born. But you now live in India.

You obviously "look" french. But...

What would you answer??

Chinese? You were born there!
French? That's what you look like!
Indian? That's where you live and may even be an Indian citizen!, making you LEGALLY an Indian!

So, in a case like that, which judging by your question may be your case, I guess it depends on where or in what context you are asked the question don't you think?

Well I always say where I was born even though I know they mean what country are my parents from. If they ask my background then I will say where my parents are from - which is usually the next question as they didn't phrase the question correctly!

You cant be from 'where your parents are from' as you were never born there or prob never brought up there, you can only say where you are born from/lived for a long time unless they ask 'where are you originally from'

where you were born - the country of your parents has nothing to do with you, although if you seem to be of an ethnicity other than black or white, they are probably asking about that

Where you were born, cause that's where they got you registered.
If they want to know whether or not you have other nationalities (if your Latino for example), then you tell them where your parents come from

You should say where you where born, as that is where 'you' are from.............The country where your parents where born is, where 'they' are from......how can you be from their country?

Generally, their both the same...I was born in England, like my Parents...Henceforth, im an Englishman

where you were born but some may expect your ansceters birth place but how can you be from there if you have not lived there

They are generally asking where you are born - - they will ask your nationality if they wish to know what cultural background you have.
