1)You bend rubber more putting more stress on the rubber and hence when let go it has more pull to go back to its orginal shape which gives more force to the throw.
2)By giving it more pull back distance you increase the space of acceleration before friction takes over

Because by stretching the rubber band further you are increasing the force that is exerted on the object and also increasing the length over which the force will be acting.

as you stretch the rubber, you store more energy in the rubber.
The rubber has more potential energy.
When you release the slingshot, the potential energy is converted to kenitic energy and the rock is accelerated more since more energy is available.

the rubber gets to apply accelerating force over a longer time and over a longer distance, plus the car you are riding in has had more time to speed up
