if you are asking how to open the game up, to allow five starters in pokémon sapphire, it is not possible.

why?

because there are only three starters.

torchic -fire [later evolutions are fire/fighting]
mudkip -water/ground
treeko -grass

you can get the normal three then you have to trade from firered
