It's a genetic determining factor, RBC are produced in the bone marrow after birth both for men and women, the hormones and growth factors such as interlukin-1, fibronectin, etc specifies the fate of the multipotent cell. the maturation of RBC is is controlled by the amount of iron being co-oportaed into haemoglobin, when the concentration of HB is high enough this acutally inhibits the expression of certain proteins being produce and the cell will leaves from the stromal cells into the blood stream acting as a matured RBC. the genetic difference betweem men and women is mainly the sex chromosome for which men have XY and women have XX, the Y chromsome might have certain effects on this blood production process hence effecting the concentration of RBC in circulating blood. there are a lot more to explain, but i am feeling sleepy right now, so i will stop here.
