If they are bags, you can use cucumbers slices, over the counter eye cream, or the ever-popular Preparation H to reduce puffiness. Be careful with creams (and prep H), don't get it in your eyes or on your eyelashes. Just dab it underneath your eye and smooth.
I have dark circles too, and these are harder to get rid of. But I have found that foundation can cover dark circles.

Go to the Chanel Cosmetics section in Saks Fifth Avenue, Nieman Marcus, Nordstrom, or directly to a Chanel Boutique if there is one near you. They make a cream made especially for that. You just put it on at night, and about after 2 weeks you'll notice a BIG difference. Chanel is a bit costly, but definetely worth it. They make the best skincare products EVER. I'm a guy but that's all I use for everything.
If you can't afford it or your mom won't buy it for you, do it the old fashioned way. Lay down with cucumber strips or teabags on your eyes.
Also, get some fcuking sleep, that's most likely why you have them in the first place.
Hope this helps, ciao.

Probably not. If you're fourteen and already have bags, then thank your parents.
