Use a test light and remove the bulb from the socket. Hook the test light up to a good ground. Anything bare metal or screwed into bare metal. Then with the turn signal on touch one of the contact points in the socket to see if you can make the test light flash. If it does then replace the bulbs.
If it doesn't then check the plug that goes into the lights. Unplug it from the lamp and touch each one of the plug connection terminals and see if they flash on one of those. If they do flash the Lamp assy needs to be replaced. If they don't,then you have lost power from the flasher to your rear lights and need to trace the wiring back till you can get the test light to flash. The turn signal flasher and the hazard light flasher are 2 separate flashers. so one maybe working and the other isn't. Once found they are easy to replace. Switch them out with new ones before you go replacing any lamp Assemblies. But what I wrote is how you trouble shoot them.

I would first suspect the switch in the steering column. For the hazards it runs from power to the fuse to the switch then to the lights. This can also be the problem with the indicators,it may click but that doesn't mean the switch is making contact.

If the bulbs light when you depress the hazard switch or turn lever

but don't "Flash", You need to replace the flasher relay;

if your bulbs don't light, an "Open" Circuit is indicated. Check

for loose connections, broken wires and seek help if needed.

Change all your bulbs,sometimes a bulb will short out but will still work.but causes a cross short.Every thing shines,but will not work correctly. If you still have the same problem after changing all the 4 bulbs.Your steering collum signal switch is bad.
