If at the first insult, she looks confused or taken aback, she might be interested in dating him.
What your brother should do: Don't hit it off with buying a "really expensive ring". I don't know her and don't mean to judge, but after that, the expectations for gifts are really high. If he really wants to spend money on jewelry for her, not a ring. Maybe a necklace. Just nothing diamond. Not when just starting off.

Your her friends so you should just ask her if she likes your brother, and just tell her to be honest. Just make sure she knows your not going to fall out with her, if she says she isn't interested. If she doesn't like him I really don't think he can make her. It doesn't work that way. My brother use to like one of my friends and she wasn't interested. If I'm honest I was a bit glad as I was worried how our friendship would be affected if they had got together. What would happen if they split up and it was a bad one. I'd have felt torn, one was my best friend the other my brother. If he really likes her all he can do is ask her out and she will either say yes or no.

It is not good for him to make such a bold move until they are on clear terms with each other. Buying such an expensive present would only make her feel uncomfortable and possibly indebted and resentful.
It would be better to get her attention with a nice card or a small, inexpensive gift that connects to something she is interested in; a hobby or project she might have going. It would show that he is interested in who she is as a person and would be the first step in putting their relationship on a new level.

Just have your brother talk to your friend and ask her out. Then see what she says. He should buy the ring when and if they have a relationship. Then if she doesn't like him or whatever then he would spend all that money for nothing.

Whoa, tell him to settle down. He should ask her to a movie first, maybe even dinner or a school sporting event..... If he still insists on the ring, let him buy it - but make him wait to give it to her. There should be a 4 date minimum before expensive gifts enter the equation.

You just said yourself that you really think that the girls likes him, so then if he gives her the ring she will not like him???? Tell yur bro to go on a few dates with her, so as to get to know her and familiarize with her. Then if it works out good, he can give her the big expensive ring.
