My 4 year old daughter wants to be a mermaid for halloween. I have an idea of what to do. I can get fabric for fee as my mother owns a furniture repair shop.But should I have the tail fins trail behind her feet as she walks? And what to do for the top as I live in Michigan and it's snowing or raining for halloween most years. I need something warm on her.

The mermaid costumes I've seen had the tail in front with an opening for her legs behind. After all, that's how most people are going to see her...from the front.
For the top, use a flesh colored long-sleeve top with the "brassiere" sewed on to it.

get the tail fins on her shoes and wear a white long sleeved shirt under the top ir just buy a costume
