Which one of those two do you think is going to be higher (in terms of energy) and why?

in general the 2nd ionization energy is higher because it is harder to pull off a second electron and make the whole atom more positive. There are certain instances though when that isnt true. It is very hard to pull off the first electron off a halogen while pulling the second one off puts the atom into half p shell stability and thus it can be easier to pull of that second atom. Easier means less energy

It takes more energy to add or take away a second electron.
