Depends on the context you are talking about. If you are talking about civilisation then i would say yes to a certain degree as we have gone so far forward that we are actually backwards in some respects. Perhaps we now know too much for our own good and those countries which we call 'backwards' actually have stronger morals, better family values and a stronger community feel with a better grasp on what life is about. But that's only my opinion!
Alternatively backwards is forwards when you are walking forwards the wrong way down a one way street!

Unfortunately sometimes it is but it happens to everyone. The wisdom comes in determining 'when' you need to go backwards and finding the fortitude to go forward with a positive attitude, again, without carrying that nag 'failure' along.
