How can be sure that people make a rational vote choosing their candidate?

Does it means people need to have education (do you need special diploma to vote?)?
Do they have to have better IQ than average (which would mean you should not been allowed to vote below 100 IQ!)?

Or simply the fact that the candidates are supposed to be elected by their people is enough to guarantee its quality?

Or should we count only on statistics and pray ?

I do believe that an educated electorate is vitally important to maintaining a healthy republic; the increased democratization of the process through expanding the electorate, and in this case ending literacy tests for voting (which, incidentally, could be done without unfairly depriving people of the right to vote, if administered correctly) has been the worst thing thing that's happened to us in the last century.

Everybody is affected by the government, regardless of IQ or education. So the candidates themselves should be smart, educated, etc, but everybody should choose them.
