Steak house in the Circus Circus Casino rated best in Vegas magazine but may be pricey.

Emerils Delmonico Steak house, followed closely by Joe's Stone crab and Steaks

I thought SW Steakhouse at Wynn had the best most tender steak I have ever had in Vegas. Order their petite fillet. It is expensive, but worth it.
