According to tradition, San Marino is known as the world's oldest republic. The tiny republic was founded by a Christian stonemason named Marino (or Saint Marinus) on September 3, in the year 301 C.E.

i think shirley e is right. The consept of a country could not have existed when humans originated but it is possible that when they were settled somewhere and had enough people and learned to govern themselves, that was the first country.
