Hmm... water in glaciers is fine... most of the bacteria are dead. The lakes and rivers both can have germs, but lakes are the worst because they stand still. Groundwater is actually pretty clean. I'd say lakewater is to be avoided.

I'm not a water scholar, but I'm going to guess Glacier Water. Water from lakes and rivers are readily available to be piped to irrigation fields. All you need to do is set up the system. Ground water is easily tapped also, and in some places comes up naturally in the form of natural springs. However, glacier water has to be taken from glaciers, which, from my understanding, occur only along the highest latitudinal lines (i.e. where Iceland is).
I say glacier water.

The water in Glaciers is frozen and located in places that people avoid and can not be farmed. As soon as it melts, it becomes river and ground water. Attempts to relocate glaciers has not been successful.

Ground water is what you get from a well. It is everywhere.

River and Lake water are not drinkable unless they are purified. Groundwater is what people with wells drink and is generally safe (though there are a lot of exceptions). As for glacier water, I'm not sure...it's probably pure.

I would say water in glaciers. Glacier water is frozen, thus making it not readily available for anything.
