My professor has asked us to do this, but I'm having a little difficulty. My introduction alone is 102 words. I can shorten it, but I feel as if I'm ignoring much of the protocol for writing a proposal. Do you think she made a mistake? I know I'm being silly, but her 'tough' persona makes me reluctant to ask her this.

I suppose you are speaking of a psychology proposal. Yes, you must write some of them within the 150 word limit. Read it aloud several time after each revision. Try making each word count. You need not to elaborate your statement. State directly your proposition and its (somewhat) foreseeable outcome. Example:

"I propose to build a two-storey A-Type house with 3 bedrooms located at 24 Blank Street (right side of McDonald's), Seaside City, New State. Construction shall commence on November 26, 2006, contracted by Builders Inc. will one engineer, one foreman and twelve laborers. The projected date of completion is on February 25, 2007 at the latest. The cost of the entire project is at US$200,000."

:No, your teacher didn't make a mistake. A proposal could be a lot shorter that 150 words. See Mike N. D's above, for example. Another example: "I'll mow your lawn for 20 bucks" is a shorter proposal.

people in the real world don't care about word count or 100% accurate format. if someone is reading your proposal then its a good bet that they also have to read about 1000 more that day. keep it short and to the point. 150 sounds right...
