There really isn't anything inherently bad with fry as an adjective. It can be about frying food, some kinds of fish spawn are called frys and I think at one time it was an LSD slang but I don't think it is too common anymore.
I think you might wind up with people thinking you mean Phillip J Fry or the guy from futurama who is sort of an idiot.

I don't really understand your question, but if someone says "I'm fried", they basically mean they're really tired and burnt out.
It can also mean someone is really small (small fry) - like you said.
