She believed she was the government.

The wealth and power of England increased dramatically during her reign. In the Aramda of 1588, the large Spanish ships were destroyed by the ocean while the smaller English ships were manuverable enough to escape and become the dominant navy in Europe.

The reason the Prime Meridian runs through London is because that's how English sailors calculated where they were, and their methods became the standard.

The Queen is just a figurehead and therefore can have no views on government. She has to work with whover the country has voted into office whatever her personal views. Take the Labour governments bill on banning fox hunting, I am sure that personally she would never have supported it being a keen fox hunter in her day, but she was obliged to sign the Bill. Basically the end of the monarch as a politcal force came into being when the Puritans won the civil war. Ever since then the monarchys power has been dwindling, until today when they have zero power. Another manifistation of this is the Queens speech which in its entirety is written by the government for her to read, whatever her own views are, she still has to read it.
