Is where you are cold? Is she going to be primarily inside or running around outside during the dark and cold?
If she will be outside, she can get bundled beneath a larger costume and a one piece outfit works best then... no struggling to get pieces on and off. My sons loved dressing up as small vegetables and Winnie The Pooh and Tigger at that age.
If it is an indoor activity, you can be a bit more creative with a costume that has some enhancing facial make-up (scarecrow , etc) with a bit more complex costume.
This is an awsome age for costumes and treats!! Just be careful about the candy and getting it checked out carefully.
Have fun!
I have dressed up as a bum with the raggy clothing and the small bundle on the end of a stick, my father did a tin man for my brother at that age with a metal funnel for his hat, etc. Lots of excellant ideas out there.

Whats her favorite animal? You could dress her as a cat, a dog, or even her favorite cartoon character, for example, if she like the show Lilo and Stitch you could dress her up as Stitch, If she like Dora the Explorer, get her a costume of Dora, Another good Idea for a 3 yr old is a Princess, or something more Halloweeny, like a pumpkin.
I hooe that help you =)

I made my 3 yr old daughter a bunny costume out of pink and white terry cloth when she was little. But there are so many costumes to choose from, it isn't going to matter what she wants to be,

How about a pirate. I know my daughter is crazy about Johnny Depp these days and it would be relatively easy to make a costume with some make up, old jewelry and clothes you already have.

I got some leopard print flannel and made a little caveman type dress for my 13 year old when she was about that age.
I found a toy bone and tied her hair up with it and made a matching shirt (paired w/black shorts) for my boy who is a year older and found a plastic club for him. (had to hide the club after though, even though it was soft, it was annoying)
Pebbles and Bamm-bamm
My younger girls will take turns wearing her out fit now.
Oh they used them for dress up play too.

Something non-threatening; maybe a kitty.
You could actually make an outfit easily and use your make up pencil for whiskers.
