Yes you can, I did it for the Treo 650 and it worked perfectly, I didn't have any problems out of it at all. So yes it is possible to do so.

It does not meet the system requirements. If you want to just use it to view your computer, get PalmVNC. If you actually want to load windows onto it, tough luck. The most you could fit on there is Windows 3.1.
