It is N bonded to 3 O's, each with a "one and one third bond", that is, resonance...
drawn as N with 2 single bonds and a double bond, alternating the double bond among the 3 O's... with a minus charge overall

Note that there is resonance; the double bond can be put in three different places. I didn't try to show the bonding in detail by adding electrons. You can do that yourself.
