If a mother it is your responsibility to teach your daughter about female anatomy, sexual health and menstrual health, if you cannot do that then there is a big problem there so first things first, I would highly recommend learning about these things yourself.
A virgin can use a tampon just as she can use a pad or a menstrual cup; if she is young and/or not educated about her body then penetration could be difficult for her because she will of course tense up if uncomfortable about her own body.
The hymen is another consideration, if hers is still in tact using a tampon could stretch or tare the hymen, this however is not necessarily painful it is just as likely to be painless or even pleasurable for her.
Tampons themselves are a health risk; they prevent normal vaginal cleaning functions, give bacteria a pores environment to multiply upon, cause vaginal splitting and commercial tampons contain chemicals that are harmful to health.
There are also other issues involved as well, until she is old enough to educate herself, make her own choices and take responsibility I would say best for her to stick to external menstrual options.
If she herself is asking to use tampons this is where your responsibility comes in to educate her of the risks and other options such as menstrual cups, pads, and free-flow options.

Technically yes, a virgin can use a tampon, but once she uses it she's no longer a virgin really! But I know what you mean, pre-sex females can use them, afterall, they are a lot narrower and shorter than a penis therefore I am sure a young teenage girl can accomodate them. However, I remember full well when I first tried to insert a tampon at age 13, I almost fainted with fear. She might not manage to insert it the first 2 or 3 times. But then again everyone is different.

yes but for first periods pads are better until they get used to what's happening with their body. start her out using just 1 tampon a day or less and using pads the rest of the day. it will hurt more for her to use tampons at first because she's a virgin.

Yes they can... The tampon is only small and won't break her Hyman... The definition of losing your virginity for a female is the loss of the Hyman (through penetration) with a male... It is fine for her to use tampons and most young girls tear their Hymans whilst Horseriding or banging themselves for example... Yet they are still virgins. She will be fine :)

But most recommend that if a girl has started pretty recently or is hesitant to try tampons, go with a slender tampon (like Tampax Slender).

This myth bugs me. Yes you can. It can break your heymen but rarely does that happen. And heymen doesn't make you a virgin. Some girls are born without them. A tampon doesn' go up far enough to do anything.

yes it may be a little pain full the first time due to the thin layer of skin covering the vagina but this is usually lost through exersise, may i suggest a tampon with an applicator such as lillets

Yes i believe they can. i was given tampons and towels at school in 'girly' lessons when i was 13 so i doubt they'd give them out and nag us about not having sex if we couldn't use them! just start out on the smaller ones and don't worry if she doesn't like the idea straight away.
