Your question is actually in two parts. Sexual exploitation is illegal at any age.
Engagement in a sexual act is not exploitation.
What you might be trying to find out is at what age is consensual sex legal and for that answer you will have to consult the statutes of your state. Go to (your state)statutes.gov and browse.

it's not allowed-- ever-- u can't legally have sex until you are 14 and then only someone within 2 yrs of yr age until ur 18.
