It certainly isn't legal in the UK and if it is found in your possession you are liable to be prosecuted (unless you are fortunate enough to get off with a caution). This could have a serious effect on your career prospects, so don't run the risk! I dont know mate but in Australia its know as Capsicum spray, I always thought it was pepper as in salt and pepper, but its actually as in red and green bell peppers.
Make your own, just take the seeds from the peppers, (chiles work too) and leave them in some water and vinegar for a few weeks (the greater the number of seeds to the volume of water the stronger it is) or boil the water to speed up the process. You do need a lot of seeds though.

i don't think its legal to possess pepper spray and if you were found carrying it you would be prosecuted for possession of an offencive weapon, the same goes for using it inside your home

Well DUH, to save your life and defending it, NO, it's NOT illegal.
But to use it like an idiot and go around and spray others with it just to be a fool then, YES, that is using it improperly and can be considered illegal. ANYWHERE!
