you can gargle with anything, whether it be flouride or gasoline, pretty much any liquid can be gargled. what SHOULD you gargle with is the question.
for teeth rinsing, i would recommend flouride or mouthwash or something of the sort. if you have a canker sore or bit your cheek or have any sort of gum or inner mouth discomfort, you should gargle with some warm salt-water.
