It is because you are relaxed when you touch your self. You do not flinch as you are comfortable with you touching any place on your body.
When another person touches you, there is an anxiety and as a result the muscles tense up prior to receiving a touch. This leads to your nerves being exposed which leads to the sensation of being tickled.

Good question!
Probably because tickling is unexpected- but you can't surprise yourself because you know it's coming. Subconsciously the skin & muscles tense up when someone else touches you. Just like you'll flinch if you see something thrown at your face, it's not something we have much control over, it's just how the nervous system is wired.
