There is a cylindrical 'decoration' right inside of the lugnuts on my car that is quite rusty. It is chrome plated and I don't know how to clean it. Also, the lugnuts are rusty too, any suggestions on how to clean them?

0000 grade steel wool. I had a similar issue when I bought a Bronco and the previous owner painted every piece of chrome matte black. It took a while to get all the paint off but it was worth it.

The only thing you can really do is strip them down and have them rechromed or powder coated.
