I seriously doubt this. The prostate (which creates semen) is still immature in boys under the age of 10 and it produces little or no semen. Things don't really start happening until puberty, when all those male androgens kick in.

No. The male fetus do not have the hormones that help create sperm cells. These hormones only manifest during puberty. So I highly doubt this happens in the womb.

think about it. when did you get the ability to ejaculate.
it is post puberty phenomenon.
all fetuses move their hands and legs. all fetuses rub them selves. male and female alike. all little children rub their genitals (at least until someone stomps them for it).
fetuses do use their kidneys. amniotic fluid is probably a large percentage of urine, do you think?
