Mine doesn't, but I have blonde hair, so I'm sure the little suckers that are left don't show much. I guess you could bleach, but that might hurt. Try waxing, it gets the hair from under the skin.

Waxing your armpits is not really painful, if you know how to do it.
If you do it yourself (they sell a kind of caramel wax that you heat, apply, then remove with a piece of fabric; very easy to use - in France, the brand is Veet), remember to remove the fabric in the opposite sense of the growth of the hair (sorry, I'm French, I might have the words mixed up!). Usually, they grow in all directions under your armpits, so you'll have to do it in every direction! It had to be fast! And close to the skin, otherwise, you might break the hair at the base of the skin. And VERY IMPORTANT: put your hand on your armpit as soon as you've removed the fabric! Otherwise, it hurts!
Also, it goes quite fast. I used to do it when I was 16, and am not very manual! So I'm sure ANYBODY can do it! I think they even buy this type of wax in a new package that can be directly applied to the skin so that there's no more piece of fabric and it's even less messy (in case you're really not manual!).
It's also quite cheap, as it lasts for a long time.

First, you should try 3x weekly exfoliation to make sure that you are getting rid of all the old skin cells which may be making the area look darker and duller. Next, try a brightening deodorant from DERMAdoctor, called Total NonScents Ultra-Gentle Brightening Antiperspirant. You can get this from their site or sephora.com

it looks black/blue there because the hair goes about 1/4 inch below the surface of the skin. if your hair is dark, the area is going to be dark too. you need to either pursue laser hair removal (somewhat expensive but works great), or start waxing them to pull the dark roots out (try that first and see if your skin responds well to that). nair won't do much because the root of the problem is too deep (sweet pun eh?).

exfoliate your underarms first. make sure you are using a razor that is still sharp and use a gel for a closer shave.

I think you should try shaving oil. You won't breakout or get razor burn or redness of any kind. You might love it like I do and you can use it for your leggs too and they will be so soft!

Do you soak your armpits in warm/hot water first? Personally, I'd say your only option is hair removal, wax (ouch!) or Neet.
