This is a very very difficult question to answer, almost impossible in fact. I think in order to answer it fully we have to look in depth at the pros and cons of each choice. Firstly the badgers.
Badgers
The badger is a smelly, dirty, vile creature which spreads disease and is no help to neither man nor beast! They do it slugs which is of course helpful to gardeners but hey who hasn't eaten a slug or two in their time? A shaved badger on the other hand is a beautiful beautiful thing. The smoothness, the colour - no more monochrome markings - then new shaving foam fresh smell, indeed a shaved badger is beautiful. Also they have many uses, shopping, building small towers and serving as a butler and deterrent to gypsy’s amongst others.
Otters
Otters - the servants of the evil badgers, are beautifully creatures. They do not small so bad and i have never been chased by one. I like otters. The only downside I see to them is that they eat salmon, salmon which could be oak smoked and sold in marks and Spencers. This is however a very small problem. I still like otters :-). I think an otter or many otters doing the river dance would be a sight to behold. A sight that would bring tears to the eyes of the hardest man, battle hardened mercenaries would weep as tarka does his solo. I think training of otters should commence as soon as possible.
Summary
But the question was which would be more productive? Well as I said its a hard question but I have to go with the badgers. "Why time crawler, why?" I hear u ask. Well for this reason; whilst river dancing otters will bring happiness and joy to many a shave badger is a useful, tradable commodity therefore more productive.
Bring on the shaving foam and someone get me tickets to otter river dance when someone finally makes it!

Depends - shaving badgers means that you will have a steady income from the sale of badger brushes for painters and other things. As they regrow their coat.
Otters once trained may have no chance to do a performance due to all the rivers drying out because of global warming.
Mind you if the government cull all badgers due to TB then you will have a problem. And could you breed enough otters 4 the full cast?

Otters, obviously. What are the shaved badgers going to do? They're just going to grow their hair back and you've got to start all over again, whereas with the otters once they are trained they shouldn't forget the moves. I'd certainly pay to see riverdancing otters, but I wouldn't shell out a penny to look at a shaved badger.

I'd rather train penguins, personally. Maybe train the otters. Now THAT would be quite interesting! Shaving badgers sounds like a pain in the butt. Could always paint a cow.

This smacks of a Christian O'Connell breakfast show "Would you rather" on Virgin Radio!
I think shaving badgers because they look dead scruffy with beards, and besides otters actually invented River Dance and are currently suing Michael Flatley for creative theft!!!
