Why you havent said for what reason. If you are on your own and single they dont always do that unless you are homeless and have no money and then also you still have to wait. They put people with children first on top of the list of priorities who are homeless and less fortunate, but no harm in trying and asking you never know your luck - if you dont ask you dont receive
