Go to home depot get a coarse sand paper and fine sand paper. Sand the surface of your table with coarse first and fine later. Use a thin coat of fiberglass resin clearcoat (Boats section) on the formica and voila you are ready to stain te surface to your desired colour.

Note: Its btter to do with a electric sander. However, after a week you need to apply a new coat of stain and then spray with wood warnish. This is a permanent stain now.

YES, you can darken your formica table top! What you need to do is go to the hardware store and pick out new formica material that is the color you want to use. Then you'll need to peel the formica off the table, being carefull not to damage the wood it's attached to. Then fit and glue in the new formica material and viola!
(maybe you should just paint your chairs)

Vicky has the best answer because, the answer to your question is "NO" ... any thing you put on the top will come off and be one big mess. so, re-doing the chairs or buying diff chairs is the best solution.

Yeah. Try stripping the chairs, then sand them again and when they are ready for painting, try a color that most is like your tabletop.
