The deck seems ok. I'd sub Neo Aqua Madoor and Mystical Elf for 2 Chaos Command Magician. They're lvl.6, 2400 ATK/1900 DEF, and he negates monster effects that target only him. You seem to have a standard Spellcaster build. The other popular builds are Gravekeeper's and a Sacred Phoenix of Nephthys Spellcaster deck.
Other fixes:
-1 Man-Eater Bug
+1 Old Vindictive Magician
Same effect except OVM is a Spellcaster.
-1 Kuriboh
+1 Apprentice Magician
Kuriboh belongs in the side deck.
-1 Mysterious Guard
-1 Royal Magical Library
+2 Gravekeeper's Guard
Gravekeeper's Guard is a Spellcaster and a higher defense.
-1 Giant Orc
+1 Gemini Elf
Lower ATK but it goes with the Spellcaster Theme.
-1 Mystic Plasma Zone
+1 Soul Exchange
MPZ will likely help your opponent as well. You need more ways to get out DM and DMG.
-1 Tribute to The Doomed
+1 Scapegoat
It gives you a shield to plan behind.
-1 Threatning Roar
-1 Shadow Spell
+2 Solemn Judgement
Solemn Judgement counters nearly everything in the game.
-1 Draining Shield
+1 Ring of Destruction
It gets rid of a monster. :o)

Though I don't recognize every card in there, It's a pretty good spellcaster deck. I would try to add a few more combo strategies to it though.

my reasons are you don't have megamorph
you don't have super high attack monsters
try to get 3 blue eyes and a blue eyes ultimate
also get kaiser collisseum,wall of revealing light,maju garzet,
toon world,toon blue eyes white dragon,sword hunter,andro sphinx
those are all good cards and they're not to hard to get
