The main reason is the invasion of Iraq, a totally unnecessary blunder / planned event for an ulterior motive (take your pick, depending on whether you think this administration is just plain dumb or insanely greedy and power-hungry - I know which I'd choose.) which has cost so many lives, has maimed so many, has cost the USA 300 billion so far (and counting) and has raised up legions of fanatical religious whackos, united only in their hatred of us.
Then, there's the way this administration has gutted the health, education and other social services here in the States and the total disregard it has had for environmental matters.
The long-term effects of Bush's terrible 8 year reign will bedevil the USA for generations.

Why do people ask this idiotic question now? Like the media obsession of the late '90s over Clinton's legacy, even before his second term was up, it's way too early now to judge President Bush's tenure, except editorially. We only know that the war in Iraq will probably figure heavily into the equation--in the same way that the Clinton scandals and his impeachment will figure heavily into any evaluation of Clinton's Presidency. And let me say, I'd rather be George W. Bush than Bill Clinton anytime on that score.
We should wait, though, at least four years after a President leaves office to analyze his legacy; most Presidential policies don't even begin to take real effect until years after their implementation--that explains the recession which began in 2001, which was a product of the failed policies of the Clinton years, as well as some short-term effects of the terror attacks; while the later recovery was a product of the tax cuts and other economic policy achievements of President Bush.
Anyway, I don't think it would be possible to go lower than Warren Harding's rating (as undeserved as it is), so I think Bush will not have to worry about being ranked last, no matter how good a job he's done.

We may look back in 10-20 years and discover that Bush made all the right moves while president. It is way too soon to judge the entire presidency. Any student of history knows that it takes many years to observe the outcomes of individual acts of government. Imagine if the government just gave up on desegregation because it was difficult. That's how I view the war on terror. It's distasteful, and we don't like it, but it has to be done, and it will take years until we can truly judge its failures or accomplishments.
So, come back and ask this question in like 15 years.

Probably. And his father too. Both are media manipulators and powerful people. George Sr. was head of the CIA at one time, so he knows where all the bodies are buried. And while George Jr.is not that smart, he has the rest of the family to protect his shortsightedness. Look at the polls in Florida during the Pres. election. Who covered it up but J. Bush. No one else had the power to do so except him.

Funny how quickly people forget.....each and every president will stand as one who has done well and made mistakes too - for they are all only human.
The party that has someone represented in office is not necessarily the winner for the rest of the world.
That is why the vote is so important.
If you can do so much better than any presidents before your time, then run yourself and then let us judge you.
