There are 4 guys I know that do that voice
Don LaFontaine (link: http://en.wikipedia.org/wiki/Don_LaFontaine) and the other names are: Tex Brashear, Hal Douglas, or Peter Cullen

They're right - it's that Don dude and he can be seen on one of the newer Geico commercials.
