would it be ok to use hay on the bottom

Hay is not very good. It will rot very quickly.
You can use newspaper, aspen bedding, cypress mulch or even paper towels.

In my experience it not normally recommended to use hay. I would tend to stick with wood chippings, sand or some other such substrate. Sand and wood chips can absorb the liquids/excretions of the snake/reptile.
Make sure to have bowl of water on one end of the cage and the heat lamp on the other. This will give your garter snake a choice in temperature.

My choice of substrate for any snake is newspaper. Newspaper is safe for the animal, it's cheap and it's always available. Pulling out a few soiled sheets of paper beats scrubbing a cage any day.
