first of all.. if the taskbar is locked, unlock it so you can move it, you can do that by right-clicking on your taskbar, and uncheck "lock the taskbar". if it's already unlocked.. then just drag it with your mouse to the top of the screen.

Right click the task bar and make sure it is not locked then drag it to the bottom of the screen. Simple as that.

Right Click on it first make sure the LOCK TASK BAR option is nt check, if it is uncheck it.

Then Click on the TASK BAR hold it and DRAG it down or drag it down if you want it down or drag it to wherever you want it.

at first right click on the task bar.a pop up appears.in that you have an option lock the task bar.remove the tick symbol i.e unlock the task bar.then left click on the taskbar and while holding it down move the move to right then to up.this certainly worked i have tried

click on it, hold the mouse button down, and drag to the bottom. You can actually drag to either side as well!
