Vastly overpaid players refused to allow the egotistical owners to be the rulers of their domain. The player were led by Bob Not_good_enough. Gary was a weasel but sharper than BOB. Hockey could not have survived in a pure open market and the player didn't want to give up all the gravy the owners had dished out. Ottawa, Pittsburgh, Buffalo, and a few other teams all went or were going Bankrupt. Hockey absolutely required a salary cap to survive.

I will assume you are talking about the 2004-2005 lockout. The bottom line is the owners wanted a salary cap (which they got) and the players didn't.

The NHL and its players association were at odds on wether or not a salary cap should be instituted in their collective bargaining agreement. The PA were against the salary cap, while the league wanted it.

Eventually, the players gave into the cap, but not before they lost a year of hockey

because the owners and players were so at odds, primarily over the issue of a salary cap, that the owners realized they couldn't get a new collective bargaining agreement (cba) with the player's union, and so they locked the players out for a year, until the two sides came to an agreement

Because GAY Bettman wanted to have a stupid salary cap system in the NHL just because all the other major leagues have one. Also because teams that shouldn't even be in the NHL (like Nashville and Atlanta) can't win because they don't have enough money to spend.
