Yes, you must burn the first card on the flop, turn, and the river. we do this to prevent cheating. On-line i don't think the computer uses a burn card because the cards are computerized. It doesn't change the odds any if you choose not to burn a card off, but if you want to play right then burn the top card off.

If they choose to. I have played where the dealer didn't and others where he did. It is all up to whoever's playing.
