Watched people using the parking bays set for disabled drivers when they are clearly not disabled. these bays are set aside so people that need extra space can use them, let the supermarkets check if there is a card and if not clamp the lazy scum and fine them.

If people are using these spaces that have a disablity but no permitt then thats their problem , If they dont want the permitt then dont use the space.
As for the people that said maybe you cant see the disablitly , True ..... But I can spot a blue sign in the ******* window. Not to hard is it.
as the police are to busy off sitting in their canteens , Why not let the supermarkets do the job of monertering the car park, then they can give the money to charitiy.

YES YES YES!!!
I often take my Grandad out and so many times I see people parking in the spaces we should be able to but can't. It's frustrating as hell!

This is a problem, but I'm from South UK and here it almost seems that more people have disabled badges than don't.
Maybe they are giving these things away with cornflakes or something but my biggest problem when I take my kids shopping at local supermarket is that disabled drivers park ANYWHERE, including spaces supposedly reserved for 'Parent & Child' parking. If they do not have respect for other people (even other disabled people) how can they expect courtessy in return?
I also know of people that both lend their badges out, and borrow badges for easier parking.
Make the system WORK before you start trying to Police it!

They may not be disabled physically, or as far as you can see. They might have some other difficulty that you can't neccessarily see. Maybe they're deaf or something. Maybe someone has kids in buggies or something (that may not be so great an excuse, but what if one of them was autistic, ADHD, or had some other difficulty which might make the parents' lives harder?)
Other than that, people who are parking in the disabled parking bays when they aren't, yes they are lazy. I don't think raising the fines will help though, especially for those disabled drivers who now can't park there (there will always be someone, no matter how high the fines, because they think they can get away with it).

Enforcement is the key. Stores have enough to do besides acting as a cop. Call the police. It is their job. You say some of these people do not look disabled. If the car has the proper tag, then you have a problem.
I get a kick out of the people who are disabled and leave the shopping cart in the next disabled slot. I don't get that attitude.
What I don't like is a clearly tagged car using a non-disabled slot, when there is a disabled slot available. they should stay on their own side.

Larger than what? Every state and country has its own laws. We need to catch them doing it -- my city has a group of citizens who are trained to take photos and write down info and send it in and then people get tickets in the mail. I suspect that stops them from doing it. I think the fine is either $50 or $100; and I think $100 would send a good message.

I dont think the fines should, necessarily, be larger but the areas should be policed better by the supermarkets are parking attendants. They don't seem to bothered to check up.

Yes I am disabled and was just coming or struggling out of the post office when some fit boy racer pulled up on the curb and rather than get out of his car asked me to post his letter in the post box 2 yards away needless to say I posted his letter being a more considerate person, shame I neglected to tell him his rear tyre was going flat.

Yes. There are far too many lazy people out there who just park where they want. A £200 fine should stop them
