New Moon occurs at an exact instant in time, when the Sun, Moon, and Earth appear lined up as seen from above Earth's north pole. Depending on exactly when this happens it could be, say, the evening of the 21st of the month in Europe and the morning of 22nd of the month in Asia.

I suggest you study the Solar and Lunar system. The moon completes its cycle in 29,30 solar day days, so some moons are sighted on 29th day and some are sighted on 30th day. Now, sighting of moon also depends upon the altitude and difference of sunset time also. The new moon follows the sun closely, where the difference of sunset time and moons visibility on horizon is possible, it may be visible, but in the places towards east, this will not appear the same day. Sighting of the moon around the globe takes three days noemally.

Moon is illuminated by Sun's light. Depending on on our location on Earth we see different phases of moon starting with crescent to full moon.It does happen that you can not sight the moon if it is in the diminishing phase. But this situation may be present for a day or so.
