Because Superman fights against the evil to support the Good.Color of Good and Auspicious things is Red.Superman has to fly far away places for fighting.His Red color should be visible from far away places.So he wears his underwear outside.

Actually, a more honest answer is that his creators, Jerry Seigel and Joe Shuster, wanted his costume to look like those of circus acrobats back then (the late 1930's), and that was how most acrobats dressed. Those weren't underwear, they were a tight form of trunks, and they helped to lead the eye and define the body in a shapely manner.

could it be that they wanted him to be 'fashionable' & hopefully set a new fashion trend for guys,just that it didnt caught on
