A company is using people without their guard cards to save money. They are also being paid under the table. I know I can go to the IRS for the payment to employees but who can i tell about the guards without cards?

In US: Home Security Dept.
In Canada: Ministry of the Interior.
In México: Secretaría de Gobernación.

States or provinces have homologous institutions to these national ones; maybe you won't need to kick the tall tree to make rotten apples fall on that lousy employer.
