You can add a fence of any type, like a cedar 3' picket fence. or even a vinyl or black metal fence. In any case you would need the brackets to bolt to the top of the wall that will attatch the bottom of the posts. Make sure the top 2-3 levels of the wall are glued or it will fall right over.

You can also build a simple planter box on top of the wall if it is starught (your cheapest option and very easy). Then plant some taller plant like decorative grass and tall colored perennials like salvia.

Plant large bushes/plants around the perimeter, that will add overall height (assuming your current brick wall is a retaining wall with dirt that goes to the top).

you can use many products my two favorites are Ceder Fence Lattice Toppers ( 1' tall pre-made for wooden fences ) and clay tile ( 1/2 round drainage tile is used to top Spanish themed brick or stucco walls ) also lots of decorative lattice like concrete block ( 1' x 1' x 4" same depth as brick adds one foot of height)
